Ships Waste Reception Facilities

The Port of Volos has the adequate and sufficient facilities to receive every kind of ship-generated waste

Legislation
Pollution from waste that are generated in ships and illegally are dumped in the sea  is a problem that has been accelerating as trade has become increasingly globalized, posing an increasing threat to the world ocean and waterways, affecting biodiversity, climate, food, and human health. Various regulations and legislative frameworks have been issued to tackle with the problem.

According to International Agreement for the Prevention of Maritime Pollution of Ships (known as MARPOL 73/78 Agreement), all the ports must have adequate and sufficient installation to receive every kind of waste carried by the ships. The MARPOL Agreement dedicates a specific appendix explaining in depth each kind of waste.

European Union actively supported the application of MARPOL 73/78 before its adoption by al IMO members, adopting the Directive 2000/59/EC of 27 November 2000 on port reception facilities for ship-generated waste and cargo residues.

Greece has fully adopted both the MARPOL Convention and the above mentioned Directive requiring, among others, the obligation of Greek ports to develop and implement a plan describing the ships waste management and organizing, in parallel, adequate reception facilities.

Volos Port Authority has fully conformed to the above requirements on one side by developing a specific Ship-generated Waste Management Plan and on the other by the appointment of a contractor for the management of the ship-generated waste.

Services Offered
The Port of Volos offers these services:

Reception of oily waste (appendix I of the MARPOL 73/78 Agreement)

Reception of chemical waste (appendix II of the MARPOL 73/78 Agreement)

Reception of black and grey waste waters (appendix IV of the MARPOL 73/78 Agreement)

Reception of rubbish and cargo waste (appendix V of the MARPOL 73/78 Agreement)

Reception of substances and residues according the appendix IV of the MARPOL 73/78 Agreement.

Waste That Can Be Delivered
Port reception facilities can receive the following ships generated waste and cargo residues:

Oily bilge water
Oily residues (sludge)
Oily tank washings (slops)
Dirty ballast water
Scale and sludge from tanker cleaning
Oily mixtures containing chemicals
Chemical/NLS
Sewage Garbage
Ozone-depleting substances
Exhaust gas-cleaning residues

Fees
In accordance with the law, sea-going vessels must pay fees for the collection and management of ship-generated waste and cargo residues. Every ship entering the port of Volos thus pays a fixed fee, even if it does not discharge any waste. In case the ship applies for the delivery, the total fees are count according on the vessels gross tonnage and on the basis of the types and quantities of waste actually delivered by the ship.

Exemptions
Ships that are engaged in scheduled traffic with the frequent and regular port calls and there is sufficient evidence of an arrangement to ensure the delivery of waste and payment of fees in a port alone the ships route, may be exempted from the obligation to report, discharge and pay.

Notification
The master of a ship, other than a fishing vessel or recreational craft authorized to carry no more than 12 passengers, bound for the port of Volos is required to complete Notification Form and notify that information to the Volos Port Authority sa, the Harbour Masters Office and the NORTH AEGEON slops:
(a) at least 24 hours prior to arrival, if the port of call is known; or
(b) as soon as the port of call is known, if this information is available less than 24 hours prior to arrival; or
(c) at the latest upon departure from the previous port, if the duration of the voyage is less than 24 hours.
The Notification form must be kept on board at least until the next port of call.

Delivery of Waste
The master of the ship calling at port of Volos shall, before leaving the port, deliver all ships waste to the port reception facility. The ship may proceed to the next port of call without delivering the ship-generated waste, if there is sufficient dedicated storage capacity for all ship-generated waste that has been accumulated and will be accumulated during the intended voyage of the ship until the port of delivery.

Operation of Ships Reception Facilities
The private company North Aegean Slops is the authorized contractor responsible for the reception of all kinds of ship-generated waste and cargo residues in the port of Volos

Inadequacy Report
If the Master of the ship is not satisfied with the services in the port, then he can fill in the IMO complaints form and send it to the Volos Port Authority sa. The procedure is in line with the Revised Consolidated Format for the Reporting Alleged Inadequacies of Port Reception Facilities, defined by IMO MEPC/Circ.469/ 27 July 2005
